The project area, which serves as the northern entrance to the province of Izmir in the direction of Manisa, Istanbul, is located at the terminus of the Izmir metro line in the direction of Bornova. The project territory is bordered by residential neighborhoods, the Ege University Campus, and the Bornova district center.

The objective of the "Izmir Metropolitan Municipality Evka-3 Social Center and Transfer Station Architectural Project Competition" is to develop design solutions that adhere to existing urban plans. Simultaneously highlighting economical, original, and qualified design approaches and functional and innovative solutions that can shed light on today's architecture; identifying the projects and designers that present a contemporary environmental and architectural understanding; and promoting the fine arts, developing related professions, establishing ethical values, and providing an environment conducive to teams achieving international competitiveness.

The goal of the competition is the acquisition of contemporary, participatory, environmentally sensitive "Social Center and Transfer Station" architectural projects in the area designated as the Municipal Service Area, in accordance with the needs program and with the flexibility to respond to future needs.

Within the project area is the Evka3 Metro Station, which is presently used as a transfer point and open parking lot. Passengers arriving at the final station of the Izmir Metro are transported to other locations via public buses, private automobiles, taxis, and minibusses. In terms of accessibility and waiting conditions, the competition area is unable to provide effective and comfortable service, despite functioning as an urban collection and distribution center.
